IC

Industry Canada (IC) requires certification for telecommunications terminal equipment and radio devices. Testing to demonstrate compliance with Canada's technical standards can be conducted at many recognized laboratories. A Canadian representative is required for certifications or registrations

 

Mexico

Argentina

Mandatory approvals:

IRAM

The Argentina Certification System estblised in accordance with the Resolution 92/98 promulgated on 1998, is to regulate all the electrical products with rated voltage under 1000VAC or 1500VDC but operate below 5KVA and 63 A to comply with all the requirements stipulated in The Instituto Argentino de Normalizacion y Certificacion or IEC standards. The Manufacturers or Importers, depending on the kind of product, can choose one of the following certification schemes to commercialize these products in Argentina Marketplace (Resolution 197/2004).

Brazil

Mandatory approvals:

ANATEL

The Brazilian Approval Authority for telecom is ANATEL. The process for domestic and foreign products must be done through an OCD, Designated Certification Organism, of ANATEL, who will define the documents and test according to the product category and test requirements defined by ANATEL


INMETRO

National Institute of Metrology, Quality and Technology (Inmetro) was created by law in December, 1973, tosupport t Brazilian enterprises, to increase their productivity and the quality of goods and services. INMETRO is the official Brazilian Accreditation Board. It is a governmental agency and responsible to rule all certification process in Brazil. The Institute of Brazilian Certifications (ICBr) was established in March of 2005 and accredited by INMETRO to perform certification services. The safety approval process must be done through an OCP (ICBr), Product Certification Organism, who will define the manufacturing inspection requirements, laboratory testing and documentation requirements.

Europe

European Union

Mandatory approvals:

CE

The CE marking is the manufacturer's declaration that the product meets the requirements of the applicable EC directives. The actual words signified by "CE" have been disputed. It is often taken to be an abbreviation of Conformite Europeenne, meaning "European Conformity". However, "CE" originally stood for "Communaute Europeenne", French for "European Community". In former German legislation, the CE marking was called "EG-Zeichen" meaning "European Community mark". The CE marking is a symbol of free marketability in the European Economic Area (Internal Market).

Russia

Mandatory approvals:

EAC

Eurasian Economic Community (EAEC) Customs Union regulations require mandatory certification for ITE product categories including personal computers and low voltage computer peripherals and accessories, as well as A/V equipment, electrical appliances and others. Certification requires testing at an accredited laboratory. Certification requires a local applicant and factory inspection for certain types of equipment.


FAC

The FAC (Federal Communications Agency certificate) certificate is required for the confirmation of characteristics of the means of communication including those which are built in and those which are part of other goods. So, the FAC certificate is the obligatory document for the operation and resale of communication devices and telecommunication goods.


GOST-R

GOST-R certification for EMC and safety of telecom equipment and ITE in Russia has largely been replaced by the Customs Union Technical Regulations (CU TR). However, GOST-R is still applicable for batteries. Certification can often be issued based on an acceptable test reports. A local applicant is required.

Asia

China

Mandatory approvals:

CCC

The China Compulsory Certification (CCC) mark is required for a list of product categories that includes many types of product categories. According to laws and Regulation of China Compulsory Certification, any electrical and electronic products and appliance covered by prescribed catalogue should acquire the CCC mark before it is imported, marketed or used for any commercial purpose in China.


SRRC

All radio transmitter devices in China require Radio Type Approval (RTA) issued by the State Radio Regulation Center (SRRC). The approval process includes in-country testing and a certification application process.


NAL

The Ministry of Information Industry (MII) govern telecommunications products in China. Products being connected to the Public Telecom Network (PTN) to transmit and receive information are required to have a Network Access License (NAL) issued by MII.

BIS

The Bureau of Indian Standards (BIS) is a National Certification Body grant of BIS license based on testing labs recognized by BIS in India.


WPC

Wireless devices are regulated by Wireless Planning and Coordination Wing (WPC), under Department of Telecommunications (DoT).

Japan

Mandatory approvals:

PSE

Imports of electrical and electronic products fall under the Specified Electrical Appliances and Materials category. Any goods you wish to sell in Japan therefore require PSE certification by the Ministry of Economy, Trade and Industry (METI).


JATE

The Ministry of Internal Affairs and Communications (MIC) promulgated Radio law to regulate wireless communication equipment and Telecommunications Business Law to regulate Telecommunications terminal equipment. Only certification body (TELEC (for wireless) and JATE (for Telecom)) recognized by MIC can issue the certificate of compliance of wireless and telecommunications terminal communication equipment. Voluntary approvals:

VCCI

Voluntary Control Council for Interference by Information Technology Equipment (VCCI) also provides EMC registration services on a voluntary basis. The VCCI was formed in response to a government request to implement a voluntary EMI-control program to personal computer, fax machine or specified electronic products. Although the VCCI compliance program is voluntary, it is widely supported by major Japanese companies and is increasingly perceived as an indication of product quality.

Malaysia

Mandatory approvals:

SIRIM

SIRIM issues type approval for telecommunications and radio equipment to be imported, sold or used in Malaysia. Some equipment types require in-country testing at SIRIM’s laboratory or at the laboratories of the incumbent telecommunications carrier, but approval can be issued based on review of foreign standard test reports in some cases.

Singapore

Mandatory approvals:

IDA

Registration is voluntary for some categories of equipment. Company filing the registration must be a local company with a valid IDA dealer's license. Registrations are typically based on foreign standard test reports to declare conformity to IDA's technical standards.

RRA

The Radio Research Agency (RRA) division of the Korea Communications Commission (KCC) requires EMC registration of telecommunications equipment, radio devices and ITE. Approval is issued to a local Korean representative.

Taiwan

Mandatory approvals

BSMI  

Taiwan's Bureau of Standards and Metrology (BSMI) regulate EMC and safety compliance for non-telecom ITE. As of January 2012 some categories of telecom and networking equipment will also be subject to BSMI approval. Safety compliance may require the involvement of a local Taiwan lab. A local representative is required.

 

NCC

National Communication Commission (NCC) is an independent regulatory body under the supervision of the Ministry of Transportation and Communications

(MOTC) to regulate the products that are wireless transmission and intended or capable to be connected to the Public Telecom Network (PTN) to process, receive, transmit or convert signals.

Mandatory approvals:

NTC

National Telecommunication Commission (NTC) regulates Radio Equipment and Telecommunication Equipment. This equipment has been classified into Class A and B to comply with different requirements. Registration is based on declaration of conformity to demonstrate compliance with Thailand's national standards. Foreign standard test reports are often accepted as the basis for declarations. A local applicant is required.

VNTA

The Viet Nam Telecommunications Authority (VNTA) is the body responsible for issuing type approval for radio equipment. VNTA will generally accept foreign standard test reports to demonstrate compliance with Vietnam national standards. A local applicant is required.

NTC

Philippines' National Telecommunication Commission (NTC) issues certification of telecom equipment to be connected to public network services. Mobile telephones also require type approval.  Approval is based on review of foreign standard test reports.

Standards Institution of Israel (SII), requires approval of telecommunications equipment to ensure conformance with EMC and safety standards.

 

MoC

Ministry of Communication (MoC), requires type approval for equipment connected to the Public Telecom Network (PSTN).

Saudi Arabia

Mandatory approvals:

CITC

Saudi Arabia's Communications and Information Technology Commission (CITC) issues conformity certificates for telecommunications equipment, radio equipment and information technology equipment. Approval is based upon review of existing foreign standard test reports to demonstrate conformity with CITC's technical standards.

Mandatory approvals:

TRA

Telecommunications Regulatory Authority (TRA) requires approval of radio equipment and telecommunications terminal equipment to comply with relevant technical specifications and to be registered with the TRA before it can be supplied in the UAE. A local applicant is required.

South Africa

Mandatory approvals:

LOA

South Africa's NRCS requires a Letter of Authority (LoA) for product safety and Certificate of Conformity (CoC) for EMC for some telecommunications equipment, some radio equipment, and information technology equipment.

ICASA

The Independent Communication Authority of South Africa (ICASA) regulates telecommunications in South Africa. Radio equipment is subject to type approval by ICASA. In many cases ICASA will issue approval based on review of foreign standard test reports to demonstrate compliance with South African technical standards.

Australia and New Zealand

Australia

Mandatory approvals:

RCM mark

Equipment in Australia must be labeled with the regulatory compliance mark (RCM) to demonstrate compliance with technical standards for telecommunications customer equipment, radiocommunications devices, electromagnetic radiation, and electromagnetic compatibility mandated by the Australian Communications and Media Authority (ACMA).   

Labeling must be backed up by compliance records, which include Declarations of Conformity made by an Australian legal entity. The compliance records are held by an Australian supplier or agent and are subject to audit by the ACMA and ERAC.

New Zealand

Mandatory Approvals::

RCM mark

Equipment must be labeled with the regulatory compliance mark (RCM), and in the case of certain transmitters the New Zealand radio label (R-NZ), to demonstrate compliance with technical standards for radiocommunications devices and electromagnetic compatibility mandated by the New Zealand Ministry of Business, Innovation and Employment (MBIE). EMR (Human Exposure) standards are also applicable under Ministry of Health guidelines.

 

Suppliers have additional obligations under the Electrical Regulatory Authorities Council (ERAC) Electrical Equipment Safety System (EESS) and must act in accordance with the Equipment Safety Rules of the EESS.  MEPS is mandatory for radio and information technology equipment. Such equipment must be registered with the Energy Efficiency and Conservation Authority (EECA) on the basis of acceptable test reports.
